Only people with a role that allows them to create an Ask survey have access to scheduling a survey.

To modify the accesses for a role, you must go to the Administration module, in the "Roles" tab:

Role by role, in the "Ask" section, you determine the access to this module. For example, for the role Manager, you grant the possibility to "Create an Ask survey":

Thus, all people with a "Manager" role can create an Ask survey.

NB: All authorized persons can launch a survey without having access to all the results.

Example: I have a Manager role with hierarchical depth only on my teams. I can launch an Ask survey on all the users of the platform, but I will only have access to the results of my teams.
